Dean Wen-Ling Tu and Assistant Professor Chih-Yuan Yang of the International College of Innovation (ICI) have been selected as recipients of the 2025 Research Award granted by the National Science and Technology Council (NSTC), recognizing their outstanding academic achievements and research excellence at National Chengchi University.

Associate Dean Fang-Shii Ning of the International College of Innovation attended the 2025 Land Administration Day Celebration hosted by the Ministry of the Interior on the 11th, where he personally received the 30th Outstanding Contribution Award in Land Administration, R.O.C. Associate Professor Hung-Ying Chen of the I International College of Innovation (ICI) has been selected as an Excellent Young Scholar in the 2025 National Science and Technology Council Announcement for 2030 Cross-Generation Young Scholars Program, in recognition of her outstanding potential and innovative academic energy. The 2030 Cross-Generation Young Scholars Program aims to support young researchers in the early stages of their careers by providing stable research resources, encouraging them to focus on emerging topics, interdisciplinary studies, or international collaborations, and thus cultivating Taiwan’s next generation of scientific and technological talents. Professor Chen has long focused on issues of climate change, sustainable cities, and energy transition. Her research is forward-looking yet socially mindful, and exemplifies interdisciplinary integration and international collaboration. This award not only affirms her scholarly strength, but also highlights the efforts of our institute in nurturing scholars with global vision and innovative capacity. Associate Dean Ning, Fang-Shii of the International College of Innovation, National Chengchi University, has been awarded the 30th Outstanding Contribution Award in Land Administration, R.O.C. (Taiwan). The award not only affirms Associate Dean Ning’s professional dedication and commitment, but also represents a distinguished honor proudly shared by the entire ICI community.

At a critical juncture in Taiwan’s energy transition and pursuit of environmental sustainability, Professor Wen-Ling Tu, Dean of the International College of Innovation (ICI) at National Chengchi University, has been appointed by the Ministry of Economic Affairs (MOEA) as Director of the newly established Office for Radioactive Waste Disposal. In this new role, she will lead efforts to establish and formalize the legal framework for Taiwan’s high-level radioactive waste management policies. Her appointment not only demonstrates the government’s commitment to transparent public engagement on nuclear waste issues but also highlights the expertise of ICI faculty in the fields of sustainable governance and public policy. The office’s primary objective is to advance legislation on the “High-Level Radioactive Waste Site Selection Act,” aiming to establish a sound legal framework, address societal concerns, and ensure that decision-making processes are grounded in democratic legitimacy. Dean Tu brings a wealth of interdisciplinary academic expertise and practical experience, with a longstanding focus on environmental policy, science and technology studies, civic engagement, and sustainable development. In recent years, she has led several policy planning and public participation projects related to nuclear waste management, including the “Preliminary Civic Dialogue Planning for Nuclear Waste Issues,” the “Nuclear Waste Social Communication Planning Project,” and the “Site Selection Social Communication Project for Nuclear Waste Facilities” commissioned by Taiwan Power Company, as well as the “High-Level Radioactive Waste Final Disposal Legal Framework and Public Engagement Project” commissioned by the Energy Administration. Her contributions have played a vital role in shaping open and inclusive policy dialogue on this complex issue. Since its founding, the International College of Innovation (ICI) has made interdisciplinary learning and social engagement its core values, striving to bridge academic knowledge with real-world policy challenges. Dean Tu’s appointment as Director of the Office for Radioactive Waste Disposal reflects the college’s mission to promote knowledge democratization and fulfill the university’s social responsibility. Looking ahead, ICI will continue to support its faculty in engaging with public affairs, encouraging the integration of academic research and policy practice, and deepening contributions to society. The college remains committed to cultivating a new generation of leaders equipped with global vision and a strong sense of civic responsibility for Taiwan and beyond.

The Presidential Office’s Whole-of-Society Defense Resilience Committee held its inaugural meeting on September 26, with a strong lineup of 23 expert members from various fields, including business leaders, religious representatives, and distinguished scholars. During this meeting, Dean Wen-Ling TU of the Innovation International College (ICI), was invited to serve as one of the committee members, participating in this important event. ICI has long been committed to nurturing interdisciplinary talent and is proud to employ outstanding faculty members, many of whom have demonstrated excellence in multiple major government committees. The Whole-of-Society Defense Resilience Committee was established to enhance the organizational capacity of civil society and promote civil defense training to tackle various crises. The committee members come from various ministries and fields, representing gender balance and a diversity of ages, symbolizing the government’s comprehensive approach to strengthening national defense resilience. Dean Tu’s invitation to the committee focuses on discussing issues related to the management and operation of energy and critical infrastructure. Dean Tu’s expertise in public administration, along with her leadership and academic experience at ICI, will bring valuable insights and contributions to the committee’s discussions. In addition, other ICI faculty members are actively involved in key government policy committees. Professor Hsien-Ming Lien serves on the Economic Development Committee, which aims to promote the three major policy goals of “innovative economy,” “balanced Taiwan,” and “inclusive growth,” advancing Taiwan’s economic development. Professor Lien, with his extensive background in economic policy and industrial development, plays a key role in promoting economic innovation and industrial upgrading in Taiwan. Chung-Pei Pien, Assistant Professor, and Chia-Wei Chao, Assistant Professor, are also participating in the Carbon Fee Rate Review Committee formed by the Ministry of Environment. They are committed to setting and adjusting the general and preferential rates of carbon fees, as well as evaluating, reviewing, and researching related policies. Bian Zhongpei and Zhao Jiawei provide recommendations on methods and pricing for carbon fee collection during committee sessions. In addition, Assistant Professor Chia-Wei Chao is involved in the National Climate Change Committee, which aims to address global climate change challenges and engage in climate governance and international cooperation at the national level. Leveraging his expertise in environmental policy and sustainable development, Assistant Professor Zhao actively contributes to discussions, enhancing Taiwan’s climate resilience and international collaboration. ICI faculty members have demonstrated diverse contributions and exceptional achievements in both academic and practical fields, fully reflecting the college’s professional influence and social responsibility across various sectors. The college will continue to support the government’s policy initiatives and is committed to cultivating the next generation of leaders.  

Bonnie Yen, a senior student at the Innovation International College, National Chengchi University, has been awarded the College Student Research Creativity Award by the National Science Council (NSC) for her outstanding academic achievements in the field of offshore wind power research. She also received nearly NT$100,000 in research incentives from the College Student Research Scholarship and the full support of National Chengchi University. Under the guidance of Assistant Professor Chih-Yuan Yang, her research focuses on exploring the development of wind farms in the Taichung area, replicating successful local communication experiences from Changhua. Bonnie’s research focuses on the successful local interaction experiences in the second phase of offshore wind power development by the Copenhagen Infrastructure Fund, and explores how to apply these successful experiences to the third phase of wind farm development in Taichung. Her study emphasizes the imagination of local energy in the Taichung coastal area through material participation approaches, and explores the roles and participation of local communities in wind farm development through semi-structured interviews and video-assisted narrative interviews. Bonnie’s research methods include literature review, theoretical exploration, and field interviews, aiming to explore the impact of local communication and community participation on wind farm development. Her findings underscore the importance of material participatory democracy, where local communication not only affects short-term development effectiveness but also plays a crucial role in the long-term operational success of offshore wind power, establishing effective local relationships and citizen participation mechanisms to support future energy development projects. Assistant Professor Chih-Yuan Yang emphasized that the college student project provides students with a valuable opportunity to implement the entire research process. He said, “Through the ability to analyze knowledge, students can discover problems, provide initial answers, and organize systematic results. The college student project covers the collection of written knowledge, field experiences, and project budget management, making it a highly practical research project that also provides practical job skills.” He further encourages more students to participate in such research projects, which not only receive support from national research funding but also gain industry recognition, providing significant assistance for students’ future job applications and academic pursuits. Bonnie Yen expressed that she has learned many interview techniques and experiences through the research project. This enriching interview experience has deepened her understanding of the complexities of local justice transformation, and she hopes to propose strategies that are widely recognized by society in the future. This award fully demonstrates Bonnie Yen’s outstanding performance in academic research. Her research results are expected to make substantial contributions to Taiwan’s energy policy and community participation, highlighting Innovation International College’s high regard and comprehensive support for nurturing outstanding students.
