Advancing Global Health Leadership through Innovative Simulation-Based Learning
On December 27, 2024, National Chengchi University (NCCU) and National Yang Ming Chiao Tung University (NYCU) successfully hosted the 5th annual WHO Simulation under the flagship Global Health Governance (GHG) course of the International College of Innovation (ICI). This event, themed “Pandemic and Climate Change,” brought together over 30 students from 15 countries. The participants were assigned to represent seven nations—Thailand, Vietnam, Australia, Palau, India, China, and the United States—along with the World Health Organization (WHO), to collaboratively tackle critical global health challenges.
A notable highlight of this year’s simulation was the Palau team’s presentation. In a memorable and engaging moment, the students representing Palau advocated for the health rights of the Palauan people in front of the real-life Palauan Ambassador, H.E. David Orrukem. Other distinguished guests included Dr. Betty Chiu, a global health scholar; Dr. Chin-Shui Shih, Director of International Cooperation at Taiwan’s Ministry of Health and Welfare; Dr. William Chiang, Taiwan’s representative to the World Medical Association; and international journalist Brian Hioe, all of whom enriched the simulation with their expertise.
The course is co-taught by ICI Dean Wen-Ling Tu, Professor Hsien-Ming Lien, Dr. Chunhuei Chi from Oregon State University, and Dr. Han-Hsi Indy Liu, a Georgetown University S.J.D. graduate. Dr. Liu integrated insights gained through his work with Professor Lawrence Gostin, a leading authority in global health law, and his time at the O’Neill Institute for National and Global Health Law to bring innovative pedagogy to Taiwan. Through simulations, Dr. Liu aims to equip students with a comprehensive understanding of global health governance, focusing on pressing issues like pandemics and climate change.
“WHO Simulation is the highlight of our course,” Dr. Liu noted. “It’s an unparalleled opportunity for students to practice collaboration and leadership in an international setting. We’re deeply grateful for the participation of Ambassador Orrukem and all our esteemed guests, which made the event truly impactful.”
This year’s simulation exemplifies ICI’s commitment to fostering global governance and interdisciplinary education, further cementing its role as a leader in international academic innovation.
