Lecture Topic: How to Facilitate and Reach International Consensus

The class focused in the topic How to Facilitate and Reach International Consensus: The Case Study of APEC Best Practices Guidelines. Taiwan (ROC) officially joined APEC as one of the member economies under the name of Chinese Taipei in 1991. At the first stage, there was passive participation. Taiwan sent delegation and less interaction with delegation of other member economies. At the second stage, Taiwan took initiative to hold APEC seminar and conferences in different locations in Taiwan, playing host of different APEC seminars and conferences, initiating pertinent topics for different APEC seminars and conferences, and more interaction with other member economies. At the third stage, Taiwan was more aggressive participation, applying more strategic thinking in selecting topics based on Taiwan’s successful economic and social development for APEC seminars and conferences held in Taiwan, making efforts to convince APEC member economies to incorporate conclusions reached in such APEC seminars and conferences into the APEC Joint Ministerial Declaration during the Annual APEC Meeting, as a result the visibility of Chinese Taipei among APEC member economies thus greatly increased. At the fourth stage, Taiwan initiated APEC Best Practices Guidelines for adopting by the Joint Ministerial Guidelines for adopting by the Joint Ministerial Declaration, considering issues that may be of interest to all member economies in their future economic and social development, holding APEC conferences to develop a consensus Best Practices Guidelines on relevant topics, summiting each Best Practices Guidelines to the APEC secretary for adoption by Joint Ministerial Declaration, such Best Practices Guidelines being recognizing as concrete contribution by Chinese Taipei as one of the APEC member economies.
