Lecture Topic: Ocean Governance Issues, Needs and Opportunities & Ocean Governance at the Regional Level

The class focuses in the two topics, which are “Ocean Governance Issues, Needs and Opportunities” and “Ocean Governance at the regional Level (to Face Our Oceans’ Challenges)”. The ocean governance based on sector-by-sector approach to integrated ocean management.
The ocean governance must be underpinned with management tools and approaches that assist and facilitate responsible, sustainable, including: environmental impact assessment (EIA), marine protected areas (MPAs), marine spatial planning (MSP), other area-based management tools. There are multiple UN and intergovernmental agencies and processes dealing with ocean governance that are; institution: UN specialized agencies: FAO and IMO; UNCLOS established institutions: ISA, CLCS, ITLOS; regulations: UNCLOS and Fish Stocks Agreement; CBD, CITES; FAO Compliance Agreement Code of Conduct.
The agencies involve integrated maritime policies, which are blue growth, marine, and data knowledge, maritime spatial planning, integrated maritime surveillance, maritime security strategy, and sea basin strategies. Also, there are challenges in transparency (rule for observers), relationships with non-contracting parties, special requirements of developing states, and cooperation with other international organizations and other RFBs especially those targeting the same species in cooperation both in global and regional levels.
